The Darfur Crisis In The UN Secretary-General Report

The conflict in Darfur is one of the most complex conflicts the international community has ever faced. Attempts to achieve peace in this Sudanese province have been hampered by fragmentation of the armed opposition and the continuing military operations. All this leads to further displacement and suffering of civilians, undermines trust between the parties and makes them more uncompromising in the peace negotiations.

All of this is stated in the new report of the UN Secretary-General Ban Ki-moon on the activities of the African Union - United Nations Operation in Darfur (UNAMID), as well as on the political process, security and humanitarian situation in the province. It is stated that the Sudanese governmentbears primary responsibility for addressing the root causes of the conflict in Darfur, consisting in the political and socio-economic marginalization of the region.

«It took more than six years after the situation in Darfur first appeared in the center of the agenda of the Security Council», - the report says. It notes that in 2010 there have been some signs of progress in resolving the situation in this part of Sudan, but they were followed by a new outbreak of conflict. The UN Secretary General recalled that on January, 15 the governments of Sudan and Chad signed a protocol on border security and in February they formed a joint border force. This has a positive impact on border security and facilitated the development of cross-border trade and movement of goods and people.

«I express my appreciation to the governments of both countries for this initiative», - the SecretaryGeneral stressed. He recalled that in April there were elections in Darfur. However, after the elections clashes between government troops and the Movement for Justice and Equality resumed, which was a flagrant violation of the agreement on ceasing the hostilities signed in February. All this has led to the fact that the May 2010 brought the largest number of victims since the creation of UNAMID in 2007.

«Throughout the first half of 2010 the population continued to suffer because of еру tribal conflict, displacement, crime and human rights violations. In the same period during the violent attacks against UNAMID fivepeacekeepers were killed and several people were injured, kidnapped or arrested» - the report says. It stresses that all this indicates the absence of a serious and honest desire for peace. The UN Secretary-General reminded the members of the Security Council that UNAMID operates in the province for three years. It operates in harsh climatic conditions and in the situation of ongoing conflict.

To date, the UNAMID includes more than 17,000 troops and more than 4,000 police officers. Mission's military component provides protection to an increasing number of civilians and supporting humanitarian organizations to deliver aid to those who need it. UNAMID police organizes maintenance of public order in the camps for internally displaced persons. The civilian component of UNAMID shall assist in arranging the work of local agencies in Darfur, including the local commissioners, administrators and community leaders. In this case, Ban Aki-moon said the government and the armed opposition should immediately lift restrictions on freedom of movement of UNAMID, as well as remove all obstacles to the use of its aircraft fleet, including military helicopters based in Nyala.
